If any Virgin Media customers want to contact the National Customer Liaison Centre their number is 0870 043 3951 however since calling is expensive, I would not recommend it. You can always try to ask them to phone you back.

The Virgin media complain page on their website has no details of how to submit a complaint. Check number 8, on the above link. It gives an address to submit complaints to but next to it, it says: non-cable complaints. But wait a minute, pretty much all Virgin customers are cable customers!
